Missing au_control.tar.bz2 in some boards

Missing au_control.tar.bz2

board that are missing control files are

hana, veyron_fievel, veyron_minnie, expresso, kefka

example command to check

Following up from https://bugs.chromium.org/p/chromium/issues/detail?id=674690#c11 can we consider this a feature request to always generate au_control.tar.bz2 regardless of prior HWTest states?

We should assume that the HWTest sanity suite can flake out and fail, even if the build is ok, and as such we should always generate all necessary build artifacts to allow us to run autotest suite after the build to complete qualification.

So far it seems au_control.tar.bz2 is the only file we are missing in most cases due to HWTest flakes.

How is this bug separate from  issue 709663 ?

If you're requesting generating the tarballs specifically for those boards for some build version in the past, that's unlikely to happen.

OTOH,  issue 709663  is a valid FR.
