Codesearch XRefs are missing entire files

Issue description

Go to this link and click on CompositeMask, seeing 4 calls
https://cs.chromium.org/chromium/src/third_party/pdfium/core/fxge/dib/cfx_dibitmap.h?l=89

There are calls that are not being picked up, one example:
https://cs.chromium.org/chromium/src/third_party/pdfium/core/fpdfapi/render/cpdf_renderstatus.cpp?l=1964

In fact, the whole cpdf_renderstatus.cpp file is missing XRefs. This should not be happening, since this file should be compiled in any configuration of PDFium.

Sorry for the inconvenience. Looking at this now I can't reproduce the problem. I suspect that the previous behavior may be related to the delay we have to generate Xrefs.

Indeed the XRefs are now working fine on that file. However, can the delay cause entire files to lose all their XRefs? cpdf_renderstatus was not moved and was not a new file.

We have had some issues in our Xrefs pipeline recently with offline bots. This may have caused a bad push of Xrefs which could explain non Xrefs on a file. 

Closing for now but please re-open if the issue reappears.
