Tab bar seems Transparent on new Chrome OS Update

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9413.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3054.0 Safari/537.36

Unable to reproduce this Issue in latest M-59 ToT i.e. on 59.0.3068.1/9457.0.0
