Remove Media Controls timeline UMA when no longer necessary

https://codereview.chromium.org/2779273003 (00a232273b9dd6705d492dd4fd7218005db6f910) added the following UMA metrics to understand current usage of the scrubber and detect changes in usage when updated UI lands:
- Media.Timeline.DragGestureDuration.<timeline width>
- Media.Timeline.DragPercent.<timeline width>
- Media.Timeline.DragSumAbsTimeDelta.<timeline width>
- Media.Timeline.DragTimeDelta.<timeline width>
- Media.Timeline.SeekType.<timeline width>
- Media.Timeline.Width
- Media.Timeline.Width.<Inline|Fullscreen><Portrait|Landscape>

Once the improved scrubber has been designed, implemented
and the metrics compared, it'll probably make sense to remove most of these detailed metrics (perhaps keeping just Media.Timeline.Width and Media.Timeline.SeekType without the suffixes).
