Set up test + integration infrastructure for git-numberer plugin

PRESUBMIT script for checking formatting

2 Testers: 
  * create file with a pin for last known good Gerrit revision
  * normal tester that builds against last known good Gerrit revision
  * experimental tester which builds against Gerrit head

Presubmit builder:
  * need to create cipd package for format checker and cipd-install it before running presubmit recipe.
 
Set up Luci-based CQ.

Pri3 because there is no 3rd-party contrib to git-numberer plugin, just occasional maintenance to keep up with upstream Gerrit changes. This is done by Gerrit team because internally at Google git numberer integration tests fail when new incompatible Gerrit is attempted to be committed. Thus, very low impact and yet high maintenance in order to keep with new Gerrit changes.
