[Payments] Desktop: Use application locale when loading/saving the address editor.

Currently using GetRawInfo/SetRawInfo, which is almost certainly wrong if working with names. Investigate using the app_locale there.

^^ An example is GetRawInfo(NAME_FULL), which is wrong. GetInfo(NAME_FULL, app_locale) is correct though, because it will assemble the first,middle,last names of the user.
