Regression : Blink of 'Device' section is seen while navigating from 'Storage management' to 'Manage other Users' page and Vice-versa in chrome://md-settings

and 59.0.3062.0/9430.2.0 dev-channel Candy,Blaze
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://md-settings page
(2)Now at 'Device' section select 'Storage management' option -> Select 'Other users' option (which navigates to 'Manage Other users' page)
->observe Blink of Device section is seen (Please refer Video and screenshot)
(3)Now click on Back arrow to navigate to 'Storage Management' page and again observe blink of Device section is seen (Please refer Video and screenshot)

Expected: No Blink of 'Device' section should be seen while navigating from 'Storage management' to 'Manage other Users' page and vice-versa
Actual: Instead Blink of 'Device' section is seen

This is Regression issue as same is working fine in chrome://settings page

Another navigation quirk - we appear to navigate first to the main page, then to the 'accounts' subpage.

This is how the animation system works by design. First collapse the (no longer needed) expanded section, then expand the new section.

If indeed we want to change this, I recommend we change it after branch cut.

I'm assigning this to bettes@ for further feedback.

And also marking it P3 since it's not critical, and not a regression.
