Non- regression: 'Highlight object with keyboard focus' option is seen missing in Uber tray when ChromeVox is enabled.

Issue description

Chrome Version: 59.0.3062.0/9430.5.0 dev-channel Paine
                59.0.3062.0/9430.2.0 dev-channel Candy, Blaze
OS: Chrome

What steps will reproduce the problem?
(1)Recover build via USB or Sign in to chrome>> Click on Accessibility in Uber tray 
(2)Here before enabling Chrome Vox scroll down to see 'Highlight object with keyboard focus' option under Additional settings.
(3)Now enable ChromeVox and Observe by scrolling down (Please refer video)

Expected: 'Highlight object with keyboard focus' option is should be seen in Uber tray even on enabling ChromeVox.
Instead: 'Highlight object with keyboard focus' option is seen missing.

This is non regression issue as Additional settings in Accessibility section of UberTray is introduced from chrome version #59.0.3062.0.

I am not sure what's Uber tray (Is it the same as ash system try?)
In Issue 632107, we make sure the a11y in ash system tray list all the a11y settings what we have in chrome://setting.

Focus highlighting can't be on when spoken feedback is on because
ChromeVox does its own focus highlighting.

For this reason, I just make the "Highlight object with keyboard focus" invisible when "ChromeVox" is on.

The Uber tray is another name for the system menu.

This is a WontFix (working as intended) based on minch@'s explanation in #2.
