Vertical scroll bar doesn't work in devtools.

Issue description

Version: 59.0.3065.0 1d73b1aebe5f3a978a5a87c7502689b49ba1b134-refs/heads/master@{#462712}
OS: Windows(7,8,8.1,10),Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools 
2. Now open 'Coverage' by clicking on more options icon in console drawer and record some activity.
3. Now drag the 'Coverage' window upwards and 'Url' column to RHS and then drag devtools window to RHS such as horizontal scroll bar appears at the bottom end of 'Coverage' window
4. Now drag the 'Coverage' window downwards such as vertical scroll bar appears and try scrolling it down,observe

Actual: Vertical scroll bar doesn't work after dragging it downwards with mouse cursor
Expected: Vertical scroll bar should work after dragging it downwards with mouse cursor

This is a non-regression issue, seen from M-59 series as 'Coverage' option in devtools appears from build # 59.0.3059.0

Kindly review the attached video for reference.

Note : Issue is not seen on Mac OS.
