Regression:Close button becomes unresponsive after hitting tab in overlay

Chrome Version: 59.0.3065.0
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and navigate to the chrome web store
(2)click on apps and click on add to chrome 
(3)press tab once overlay opens and close the (x) button by clicking and observe

Expected result:Overlay should close after clicking on close button(x)

Actual Result:Instead overlay doesn't close

This is regression issue broken in M-59

Note:As add overlay opens focus doesn't stays on cancel button it disappears

End effect of both( issue #709380 ) seems to be same but regression range seems different.

Unduping for the bisect and confirmation.
