Issue descriptionSteps to reproduce the problem: 1. Download *.htm file 2. Open it using Chrome 3. What is the expected behavior? Chrome should be able to open *.htm file What went wrong? iOS version is 10.2.1 (14D27). Re #2: Please rename the local file to remove url-encoded part of filename, like rename it to test.htm. Then try opening it. If still does not work, please upload the file (unless it contains sensitive information), and also upload a screenshot of what Chrome looks like when you try to open the file. Thank you.

I believe this is WAI. Due to iOS's sandboxing, you can't open files downloaded by other apps (unless on a jailbroken phone).

File can be openned on desktop browser, this is not content encoding problem, but path/filename encoding. No, This is not iOS's sandboxing problem, just the path encoding problem. I can download a chinese characters encoded *.pdf file and then open it in another app on iPhone. No problem. Why *.htm/*.html can not?
