[Feature Request]Cannot open local file (path: file:///.... .htm) using Chome on iPhone

Issue description

Steps to reproduce the problem:
1. Download *.htm file
2. Open it using Chrome
3. 

What is the expected behavior?
Chrome should be able to open *.htm file

What went wrong?
It can not, says "not supported"

Did this work before? N/A 

Chrome version: 57.0.2987.137  Channel: stable
OS Version: OS X 10.12
Flash Version: Shockwave Flash 24.0 r0

Could you clarify the steps to download the page and opening it?
Is it reproducible in Safari?

What is the iOS version you are running?
iOS version is 10.2.1 (14D27).

The *.htm file is downloaded by anther app, and its local path is like:
file:///var/mobile/Containers/Data/Application/.../... %E8%81...htm

Ah, the filename contains chinese characters, and it's local file system
path is saved in url-encoded form?

Re #2:

Please rename the local file to remove url-encoded part of filename, like rename it to test.htm.  Then try opening it.

If still does not work, please upload the file (unless it contains sensitive information), and also upload a screenshot of what Chrome looks like when you try to open the file.

The problem is: this is iPhone, not Mac, .htm file is downloaded in other
apps, no way to rename it, but use iOS's builtin "Open in Other App"

I thought this is a usability problem, which is annoying,  & why should i
rename it?

You should rename it so that we can determine if the problem is with the filename or the contents.

I believe this is WAI.  Due to iOS's sandboxing, you can't open files downloaded by other apps (unless on a jailbroken phone).
File can be openned on desktop browser, this is not content encoding
problem, but path/filename encoding.

No, This is not iOS's sandboxing problem, just the path encoding problem.

I can download a chinese characters encoded *.pdf file and then open it in
another app on iPhone. No problem.

Why *.htm/*.html can not? Wierd.
