authpolicy: Switch AuthenticateUser D-Bus call back to simple

During a transition phase AuthenticateUser handled missing account_id
parameters transparently while Chrome wasn't switched over to a new
interface that sends account_id. Chrome uses the new interface now,
so the workaround can be removed.

TEST=Tested on device, did not explode
