Issue descriptionChrome Version: 59.0.3064.0 dev OS: Ubuntu 14.04,Windows What steps will reproduce the problem? (1)Navigate to chrome://welcome page and Press Ctrl+P (2)Select destination as save as PDF (3)Enable the background graphics and observe on sign-in button. Actual:Black outline appears around sign-in button. Expected:Black outline shouldn't appear around sign-in button. This is a regression issue broken in M-59. Using the per-revision bisect providing the bisect results, Good build:59.0.3055.3 (Revision:460255). Bad build:59.0.3056.0 (Revision:460603). You are probably looking for a change made after 460276 (known good), but no later than 460277 (first known bad).
