Regression:Blue line focus is seen missing in Sign in overlay while tabbing.

Issue description

Chrome Version:59.0.3065.0 dev
OS:Windows
What steps will reproduce the problem?
(1)Launch chrome >>Opens chrome://welcome page,Click Sign in button to open Sign in overlay,Press tab and Observe.


Actual:Blue line focus is seen missing in Sign in overlay while tabbing.
Expected:Blue line focus is should be seen in Sign in overlay while tabbing.

This is a Regression issue broken in M-59.

Good Build:59.0.3064.0 dev
Bad Build :59.0.3065.0 dev

Linux behaviour will be updated soon

Issue is seen on Mac OS 10.12.3 on chrome version: 59.0.3065.0 as well.

Using the per-revision bisect providing the bisect results,
Good build:59.0.3064.0 (Revision:462305).
Bad build:59.0.3065.0 (Revision:462712).

You are probably looking for a change made after 462326 (known good), but no later than 462327 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3065.0

My suspected CL has been reverted for now, so this shouldn't be an issue right now. I will try to figure this out before relanding.

I believe I have fixed this issue since the revert, and while testing locally, I did not see this issue reemerge.

If anyone sees it again, please reopen this bug.
