Regression: Transparent scroll bar is seen in OOBE screen

Chrome Version: 59.0.3062.0/9430.5.0 dev-channel Paine
                59.0.3062.0/9430.2.0 dev-channel Candy, Blaze
OS: Chrome

What steps will reproduce the problem?
(1) Recover OS via USB>> go to Google Chrome OS terms page at OOBE screen>> try to scroll the page>> and observe

Expected: Transparent scroll bar should not be seen (Refer video)
Actual: Instead Transparent scroll bar is seen (Refer video)

This is a Regression issue as issue is not seen in 57.0.2987.123/9202.56.1 Stable-channel Candy

Issue is not applicable to Linux and Windows
