"Cant open file" toast message shown on tapping "Open" link in Chrome

Issue description

Device name:
I encountered a bug where Chrome browser was not able to open apk file (Android app) downloaded from an external source and take me to package installer.

From "Settings > About Chrome"
Application version: 57.0.2987.132
Operating system: Android 6.0.1

URLs (if applicable):

Steps to reproduce:
(1) Open url http://www.apkmirror.com/apk/snap-inc/snapchat/snapchat-10-5-6-0-release/ (example url. I was downloading company provided apk from different url)
(2) Download the apk. When download is complete, Chrome browser shows a pane at the bottom with "OPEN" link for a few seconds
(3) Tap on the "OPEN" link

Expected result:
Tapping on "OPEN" link should open package installer.

Actual result:
Tapping on "OPEN" link showed "Can't open file" message for a brief second but I was able to open the file via download notification in notifications pane and successfully install apk.

(4) Tap on downloaded file.
