Page loads are sometimes scrolled down slightly.

Sometimes when pages are loaded on iOS, they are scrolled down, when they should instead be loaded at a {0, 0} content offset.

Should we add a DCHECK and UMA to webView:didFinishNavigation:? This way we can understand if WKWebView can load the page in scrolled state, or Chrome scrolls it for some reason.
