Add a triangle pointing to the security indicator for Android permissions prompts in Chrome Home |

Issue descriptionWith Chrome Home on Android, permission prompts appear just above the infobar. We can mimic the desktop behaviour of pointing at the lock icon (desktop-mic-prompt.png), at least when it's visible. This helps reinforce that the lock icon is the "home" for permissions, and you can tap there to view them. See mic-prompt-pointy.png for a mockup.

Thanks, we'll keep this on the radar. FWIW, Chrome Desktop as of M61 (I think) has actually moved away from using triangular anchors in favor of just the light gray background fill, for the sake of visual simplicity. But we're considering on mobile general patterns for how to "anchor" prompts like this to buttons, so regardless of the specific visual solution, it's something we're thinking about.
