MD Settings: Always default profile picture is shown |

Issue descriptionGoogle Chrome 59.0.3063.0 (Official Build) dev (32-bit) Revision 0 Platform 9436.0.0 (Official Build) dev-channel elm What steps will reproduce the problem? 1. Open chrome://md-settings and check for profile picture or 2. Change profile picture What is the expected result? Correct profile picture should be shown What happens instead? Always default profile picture is shown Attached screenshot.

This is reproducible on first time sign-in after adding any user. Profile picture is shown correctly after Sign-out and sign back in.
