What steps will reproduce the problem?
(This might night reproduce the problem as this has happened only once)
(1) Wait for a new version of Chrome to be available :).
(2) Hover over the green update button which replaces the ... button.
(3) Wait for the tooltip text to appear.

What is the expected result?
Text should contain something about update.

What happens instead?
It contains the tooltip text which was intended for ... menu.
