[DevTools] UI Change: Color Slow Frames Red

Reported by kaycebas...@gmail.com, Apr 6 2017

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3063.0 Safari/537.36

Steps to reproduce the problem:
1. Make a Perf recording.
2. Look at the Frames section.

What is the expected behavior?
When a frame is lower than 50FPS (or whatever threshold we deem is a bad UX), the Frames section of the Perf panel should be colored red.

What went wrong?
Slow frames are colored the same as fast frames (both are green).

Did this work before? No

Actually, looks like this is a regression. I just noticed old screenshots in my docs that have slow frames colored red, as expected.

Kayce, this was intentional "regression" made by Pavel, we just plan to use a smarted way to color frames red based on detected interaction phase.

Here's another user asking why long frames are colored green: https://groups.google.com/d/msg/google-chrome-developer-tools/0Eo18x1voEk/o9q7UFjXBgAJ

Sam Saccone also asked about this today
