Leaving hangouts open for a long time can cause partition_alloc to balloon to >2GB

For repro steps, please see https://bugs.chromium.org/p/chromium/issues/detail?id=702011#c33. The basic idea is: leave a hangouts open for ~24 hours.

This chrome://tracing memory-infra dump: https://bugs.chromium.org/p/chromium/issues/detail?id=702011#c31

shows partition_alloc at 2251MB in allocated objects.

According to the trace in https://bugs.chromium.org/p/chromium/issues/detail?id=702011#c33, PartitionAlloc is consuming only 70 MB. malloc is consuming 500 MB on the renderer and 1 GB on the browser... So the problem is in malloc, right?

2 GB is allocated on the buffer partition... Maybe ArrayBuffers are leaking?
