Mac build: "Build argument has no effect" warning about v8_enable_inspector

When I build on Mac, I see this warning:

    ERROR at //.gn:44:25: Build argument has no effect.
      v8_enable_inspector = true
                            ^---
    The variable "v8_enable_inspector" was set as a build argument
    but never appeared in a declare_args() block in any buildfile.

It seems to have started in the last day. Maybe related to  issue 684096 ?
