explore pausing background tabs on desktop like we do on mobile

Issue description

Today we pause timers in background tabs on mobile after 5 minutes. This bug is about exploring whether there's a version of that that is sufficiently web compatible that we could ship it on desktop as well (with an opt-out that we eventually remove).

Assigning to myself for now as I have some initial patches in the works, but we'll probably need someone else to own it long-term.

panicker, you're driving the next steps on this in Q1, right?
As I understand it, this is blocked on the lifecycle APIs and having some user control for users to enable background processing for cases that really need it, right?

panicker@ any bugs we can mark this blocked on?

There are two efforts:
- chrisha is experimenting with freezing on desktop - for task queues that are already frozen on mobile
- shaseley is experimenting with expanding the set of task queues that are frozen (for desktop also)
