Issue descriptionVersion: 58.0.3029.40 1. Turn off Wi-Fi, if it's on. 2. Tap Wi-Fi row. Expected: Wi-Fi is enabled, and maybe the sub-page opens. Actual: Nothing happens, although the pointer over the row suggests it's actionable. 1. Turn off Bluetooth, if it's on. 2. Tap Bluetooth row. Expected: Bluetooth is enabled and the subpage opens. Actual: Bluetooth is enabled. Subpage doesn't open, but the rightward arrow suggested it would. 1. Turn off Bluetooth, if it's on. 2. Tap Bluetooth row *exactly* on the rightward arrow. Expected: Bluetooth is enabled and the subpage opens. Actual: The subpage opens but Bluetooth remains off, so the subpage is unhelpful. I've also noticed Bluetooth toggling itself at unexpected times when interacting with the UI, will add details to issue 703694 . I'm in MTV; steven, can you test on 59 and add the appropriate blockers?

Created issue 709079 for Bluetooth. Renaming this to just track the Wi-Fi behavior, specifically: Tapping the Wi-Fi row should enable Wi-Fi when disabled.
