Issue description
Chrome Version: 56.0.2924.87 (Official Build) (64-bit)
OS: macOS Sierra 10.12.4 (16E195)
What steps will reproduce the problem?
(1) have some tab open
(2) launch a command that open a tab from terminal with a delay
for example "sleep 5; open http://www.google.com"
(3) in chrome close some tabs, using ⌘W
(4) by mistake close new tab while it open
(5) try to re-open new tab with ⌘⇧T
What is the expected result?
The tab opened from command-line should be reopened (i.e. it should be added to the recently closed tabs as soon as it opens).
What happens instead?
Another tab is re-opened.
