This seems to be a new failure and I don't see an obvious culprit CL.

Mark cross-frame-mouse-source-capabilities.html as flaky timeout

The test http/tests/security/cross-frame-mouse-source-capabilities.html
has been flaking for a while. Seems to be flaking particularly much in
the last couple of days.

The existing line is not enough for virtual/mojo-loading/.
