Not showing up to date information when booting Mac with Chrome set to open at startup

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3053.3 Safari/537.36

Example URL:
https://www.reddit.com/new/

Steps to reproduce the problem:
1. Set Chrome to open at startup.
2. Turn Mac off for a while.
3. Turn Mac on and you'll see the content is shown from when it was turned off, not the up to date information.

What is the expected behavior?
The up to date content is shown.

What went wrong?
The content is shown from when it was turned off, not the up to date information.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes 

Does this work in other browsers? N/A

Chrome version: 59.0.3053.3  Channel: dev
OS Version: OS X 10.12.5
Flash Version: 

I don't know if Chrome updated in the last couple of days (I'm using the dev Chrome) which introduced the bug but it started to happen only in the last couple of days.

I am able to see the behavior as described in C#0 on 59.0.3053.3 on Mac OS 10.12.3, however when I Quit Chrome from Dock again and relaunched chrome, it opened with https://www.reddit.com/new/. However on canary version: 59.0.3065.0 it opened the both(facebook & google) set as Start up pages.

adaminsull1097@: Could you please check the same on the latest canary and confirm if the issue is still seen?



  
This morning, it worked but you had to click each tab before it reloaded. Just turned my Mac off and on again to test it now (hadn't refreshed for at least 12 minutes) and the issue still happens as per my original report so it's still there.

Not a cache issue, think this is expected behavior for tab restore.  Regardless, I defer to the sessions team on this.
It wasn't "restore tabs" though, it opens to the tabs I have open already, unless you meant that. Also it never used to happen so it isn't expected behaviour (for it not loading the new data).

Tested this issue on MacBook Air 10.12.4 with chrome dev #59.0.3053.3, #59.0.3063.4 

These are the steps followed.
1. Launched chrome and navigated to "https://www.reddit.com/new/"
2. In the "chrome://settings-> on startup" add few pages to open at start up
3. Restarted chrome machine, while restarting it provided a option "ReOpen windows when logging back in", 
   check attachment
   3a. If we check the checkbox, after restart it has opened the "https://www.reddit.com/new/"
   3b. If we uncheck the checkbox, after restart on launching chrome, it has opened the startup pages 
       added in step-2.

adaminsull1097@ could you confirm the repro steps mentioned above are correct, if not mention the steps i have missed.

I use "continue where I left off" from step 2 but that's because I have other tabs too, so it shouldn't matter. With step 3, just a restart won't show the issue unless you wait a while before rebooting after last refresh of Reddit as you have to give it time for it to have any new content. I've noticed that it also does not always happen, just sometimes, but should show in a few attempts of it. Usually, I notice it when I turn it off at night and turn it back on in the morning but have noticed it after doing the same after just 13 minutes. However, other times it loads the latest data so will need a few attempts for it to happen. It's not just with Reddit too, it happens with all the tabs I have open (The iPhone Wiki is one, the other is a private site that only certain people have access to).

I'm still getting this issue. Any progress on fixing it? I have noticed now though that sometime if you click on a tab for the first time since Chrome opened, it will refresh itself but it doesn't always automatically update the page Chrome opens on. This is really frustrating as I've had no replies since April and the bug is really annoying as it happens each time Chrome is opened.

I think the summary of this issue is "pages loaded at session restore on Mac show stale content" but I'm not sure.
