Regression: ’Always shows toolbar in fullscreen’ option under ‘View’ section of toolbar is not working.

Chrome Version:59.0.3063.4 (Official Build) 22bf3ade0bea5c8d235e25b96b5b123953f31348-refs/branch-heads/3063@{#7}
OS:Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, open NTP and click on ‘View’ section of toolbar
2. Observe ’Always shows toolbar in fullscreen’ option.(Similarly for fullscreen also)

Actual: ’Always shows toolbar in fullscreen’ option is not working (i.e. ’Always shows toolbar in fullscreen’ is disable for normal and fullscreen mode)
Expected: ’Always shows toolbar in fullscreen’ option should work(i.e. ’Always shows toolbar in fullscreen’ should be enable for both mode)

This is regression issue, broken in ‘M 59’ and below manual bisect info:
Good build:59.0.3048.0
Bad build:59.0.3049.0

Note: Issue is not seen on Windows and Linux OS.

Using the per-revision bisect providing the bisect results,
Good build:59.0.3048.0 (Revision:458590).
Bad build:59.0.3049.0 (Revision:458956).

You are probably looking for a change made after 458827 (known good), but no later than 458828 (first known bad).

Unable to reproduce the issue on Mac-10.12.4 using chrome version 60.0.3072.0 with the steps mentioned in comment#0. 
abombde@ could you please check the issue on latest canary and update the thread accordingly.
