Regression : 'ADD' button is seen enabled without entering any Email id in chrome://md-settings/accounts page |

Issue descriptionChrome Version: 57.0.2987.146/9202.64.0 Stable channel Daisy,Candy,Minnie. OS: Chrome What steps will reproduce the problem? (1)Sign in to user -> Go to chrome://md-settings (2)Now at 'People' section select 'Manage other people' option which navigates to 'Manage Other users' page -> Enable 'Restrict sign-in to the following users' option so that 'Add person' option is enabled (3)Now click on 'Add person' -> observe 'ADD' button is seen disabled and now entear any Email id (4)Now again click on 'Add person' option and observe 'ADD' button is seen enabled(Please refer Video) Expected: 'ADD' button should not be enabled without entering any Email id. Actual: Instead 'ADD' button is seen enabled without entering any Email id. This is Regression Issue as same is working fine for chrome://settings @stevenjb: Please confirm the Issue Note: Issue is seen in M-59 also

Ah, I missed that it was only enabled with an empty value for the second add.
