Non-Regression: Weird behaviour of hyperlinks is seen in NTP.

Issue description

Chrome Version: 59.0.3063.4 Dev
OS: Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome freshly and open NTP(Remove all the existing profiles and create fresh profile)
(2)Observe Gmail, Images and the Icon hyperlinks on Right top corner of NTP.


Actual:Weird behaviour of hyperlinks is seen in NTP.
Expected:Weird behaviour of hyperlinks shouldn't be seen in NTP.

This is a non-regression issue seen form M-45(45.0.2449.0).

I'm aware of this problem. The underlying issue is somewhat complicated; here's what happens:
In the new profile, you get a remote NTP, from https://www.google.com/_/chrome/newtab. If you're not in the US, then after a few seconds, the Google base URL changes to, say, www.google.co.uk. After that, the remote NTP wouldn't work correctly anymore, and so we forward you to the local NTP instead (chrome-search://local-ntp/local-ntp.html). The local NTP doesn't support the One Google Bar (which contains those links) yet.

This will be fixed once we support the One Google Bar on the local NTP ->  bug 583292 . In the meantime, lowering prio since the problem has been around for a long time, and doesn't occur often.

Starting in Chrome 62, we have support for the OneGoogleBar on the local NTP (see  bug 583292 ), which should resolve this.
