GpuMemoryBuffer format modifier communication in ChromiumOS

Issue description

We would like to advertise the platform supported GpuMemoryBuffer formats and modifiers to the compositor's clients on ChromiumOS for the ARC++ usecase. This information is useful to the client (a GpuMemoryBuffer producer) in selecting the optimal format+modifier combination supported across all components (GpuMemoryBuffer consumers).

The following CLs (in sequence) add a path to query the aggregate kms+egl_dmabuf supported formats+modifiers for GpuMemoryBufferFactory users via a GpuService::GetGpuMemoryBufferAttribs() mojo interface, and hand these to exo's wl clients via linux-dmabuf.
