ResourceBundle should ReloadFonts when a native theme change is detected

ResourceBundle::ReloadFonts exists, but it's only invoked on ChromeOS.

It means that, e.g., changing your "Message Box" font size on Windows requires a restart of Chrome in order for the fonts to change.

ChromeOS invokes it via chromeos::locale_util::SwitchLanguage(..) - and perhaps only during a login flow.

Oh, also other things related to typography may also need to clear cached values. E.g. HarmonyTypographyProvider
