No dark border for chrome os window

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9202.60.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.137 Safari/537.36
Platform: 9202.60.0 (Official Build) stable-channel link

Steps to reproduce the problem:
1. Just open any window and menu of chrome os 

What is the expected behavior?
With a 1-pixel dark border to make window and menu more clear on light backgrounds
Or make the shadow more obvious

What went wrong?
Cannot identify the edge of menu and window clearly, especially the title bar of the  app window 

Did this work before? Yes Chrome OS build 9000

Chrome version: 57.0.2987.137  Channel: stable
OS Version: 9202.60.0
Flash Version: Shockwave Flash 25.0 r0

It is not clear for windows and menus in the chrome

What's more, if I set the color of the window as dark. it will be not clear if the background covered by it is dark.

@estade, I am not sure which code files I should investigate. Do you know which code files set the border for the windows?

this appears to be working as intended. We did update the appearance of shadows recently (UX: sgabriel, eng: estade). Sebastien can you confirm the screenshots are good and close out if so?

The example in comment 1 seems like an edge case not really worth worrying too much about.
Yes this is working as intended. Bringing back the black stroke wouldn't solve for black on black case described in #1.
