OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (Ubuntu 14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, navigate to chrome://downloads and save the page.
2) Press Tab key till focus is on chrome://downloads link in downloads entry.
3) Observe the navigation link at bottom and then resize the window.
4) Mouse hover on Downloads.html and chrome://downloads and observe the bottom left corner.

On mouse hovering on link, navigation link at bottom is not seen.

On mouse hovering on link, navigation link at bottom should be seen.

This is a Regression issue broken in M-43, will soon update other info
