Regression:Browser window resizes after double clicking on wrench menu.

Issue description

Chrome Version:59.0.3063.4 (Official Build) Revision 22bf3ade0bea5c8d235e25b96b5b123953f31348-refs/branch-heads/3063@{#7} (64 Bit)
OS:Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
(1)Launch chrome resize window from R.H.S and press cmd+shift+B
(2)Right click on bookmarks bar >Add Folder and double click on wrench menu,observe


Actual: Browser window resizes after double clicking on wrench menu.

Expected: Browser window should not resize after double clicking on wrench menu.

This is a regression issue broken in 'M53' and below is the manual regression range
Good Build: 53.0.2772.0 
Bad Build:  53.0.2774.0 

Note: Issue not seen on Win & Linux OS.

Using the normal bisect providing the bisect results,
Good build : 53.0.2772.0 (Revision:400575).
Bad build  : 53.0.2774.0 (Revision:400850).

You are probably looking for a change made after 400620 (known good), but no later than 400621 (first known bad).

Note : Mac Specific issue and Able to reproduce in latest Canary #59.0.3063.4 and unable to provide the per revision bisect so providing the normal bisect.

This is fine. It's exactly what Safari does when you double click its toolbar buttons, e.g., with the save dialog open. If anything it's a bug I accidentally fixed \o/
