Regression:Browser window resizes after double clicking on wrench menu.

Issue descriptionChrome Version:59.0.3063.4 (Official Build) Revision 22bf3ade0bea5c8d235e25b96b5b123953f31348-refs/branch-heads/3063@{#7} (64 Bit) OS:Mac OS X(10.11.6, 10.12.1) What steps will reproduce the problem? (1)Launch chrome resize window from R.H.S and press cmd+shift+B (2)Right click on bookmarks bar >Add Folder and double click on wrench menu,observe Actual: Browser window resizes after double clicking on wrench menu. Expected: Browser window should not resize after double clicking on wrench menu. This is a regression issue broken in 'M53' and below is the manual regression range Good Build: 53.0.2772.0 Bad Build: 53.0.2774.0 Note: Issue not seen on Win & Linux OS.

This is fine. It's exactly what Safari does when you double click its toolbar buttons, e.g., with the save dialog open. If anything it's a bug I accidentally fixed \o/ |
