Issue descriptionChrome Version: 59.0.3063.4 dev OS: Ubuntu 14.04 ,Windows What steps will reproduce the problem? (1)Launch chrome and Navigate to chrome://md-settings and press F12 (2)Dock into separate window and click on console tab (3)observe the top drop down Actual:spacing between the top and drop down is less and the drop down button is slightly above in position. Expected:spacing between the top and drop down is normal and the drop down button is correct in position. This is regression issue broken in M-59. You are probably looking for a change made after 459298 (known good), but no later than 459299 (first known bad).
