Regression:Spacing issue is seen in console tab of dev tools

Issue description

Chrome Version: 59.0.3063.4 dev
OS: Ubuntu 14.04 ,Windows

What steps will reproduce the problem?
(1)Launch chrome and Navigate to chrome://md-settings and press F12
(2)Dock into separate window and click on console tab
(3)observe the top drop down

Actual:spacing between the top and drop down is less and the drop down button is slightly above in position.
Expected:spacing between the top and drop down is normal and the drop down button is correct in position.

This is regression issue broken in M-59.

Issue is seen on 59.0.3063.4 on Mac OS 10.12.3 as well.

Using the per-revision bisect providing the bisect results,
Good build:59.0.3049.0 (Revision:458956).
Bad build:59.0.3050.0 (Revision:459323).

You are probably looking for a change made after 459298 (known good), but no later than 459299 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3063.4
