[Md-Settings]Esc key does not work for Language dialog box

Issue description

Chrome Version:59.0.3063.4 (Official Build) 22bf3ade0bea5c8d235e25b96b5b123953f31348-refs/branch-heads/3063@{#7}
OS:Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/languages,Click on the section.
2. Click on ‘Add languages’  such that dialog box opens and hit ‘Esc’ key from keyboard.
3. Observe.

Actual: Dialog box does not close/escape.
Expected: Dialog box should close.

This is non-regression issue, seen from ‘M 59’ (59.0.3051.3)

Note: Similarly ‘Esc’ key works for ‘Add Exceptions’ dialog box of Md-settings for adding exception of cookies, notification etc

The escape key does not close the window on purpose only when the search box is focused. This is to allow hitting escape to clear the search.

Perhaps, we could detect whether the search box is already empty and if so, close the dialog.

@Namrata: Any thoughts on whether it is OK to close the dialog if the search box is empty and "Esc" is pressed.
