Regression: Horizontal scroll bar doesn't appear on chrome://inspect/ page.

Chrome Version: 59.0.3063.4 (Official Build)22bf3ade0bea5c8d235e25b96b5b123953f31348-refs/branch-heads/3063@{#7} 32/64-bit.
OS: Windows(7,8,10), Mac(10.11.6, 10.12.1, 10.12), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://inspect/#devices page.
2. Now, completely resize the browser from RHS to LHS and observe.

Horizontal scroll bar doesn't appear after resizing the browser.
Horizontal scroll bar should appear after resizing the browser.

This is a regression issue, broken in M-58 series, below is manual regression range.

Good build: 58.0.3022.0 
Bad build:  58.0.3023.0

Using the per-revision bisect providing the bisect results,
Good build:58.0.3022.0 (Revision:452713).
Bad build:58.0.3023.0 (Revision:453044).

You are probably looking for a change made after 452845 (known good), but no later than 452846 (first known bad).
