MD-Settings - Show home button - "Disabled" sub text is confusing for a11y |

Issue description1. Navigate to chrome://md-settings/appearance 2. Using an a11y tool, select the "Show home button" toggle Actual result: ChromeVox speaks: Show home button, button, not pressed, disabled Expected result: ChromeVox should not say a button is disabled when it can be toggled. This is happening because when the Home button is not shown, the sub label is "Disabled". Maybe the sub label should be different or omitted in this case.

yeah, maybe just drop the aria-describedby= when it's "Disabled"?

Chrome: 71.0.3545.2 (Official Build) canary (64-bit) (cohort: Clang-64) The sub text is still 'disabled' It is also confusing the text when 'show home is checked' 'new tab page' 'show home button' It does not indicate that this is what will happen when home is pressed. |
