What steps will reproduce the problem?
(1) Settings -> Advanced Settings ->Content Settings
(2) Toggle setting for PDF content

What is the expected result?
Pdf content should display in chrome when enabled

What happens instead?
After disabling and enabling the pdf content settings, the tab goes into an infinite loop of downloading the same pdf file, pdf file cannot be opened.
