Issue descriptionApp Version: 58.0.3029.52 dev iOS Version: 10.1.1, 10.2.1 Device: iPad Pro, iPhone7 URL: drupal.org, leo.org, yahoo.com, cnn.com Steps to reproduce: 1. Launch Google Chrome 2. Go to drupal.org and scroll down the page.Close the tab. 3. Open a new tab and go to drupal.org again. Would this be RBS for 58?

I think this should be RBS for M58 because of the white screen state described in comment #1. It looks like the nav bar is still there and the user can swipe to another tab by horizontal swipe at top of screen, but that is quite difficult to find and otherwise the user is stuck on that white screen. I can't repo this in M59. Can we verify that this is not reproducible in M59 and if so bisect to see what fixed this? Hopefully we can cherry pick that fix. (Note that I couldn't find a preload bug that was fixed in 59 but not merged to 58 that would be a cause of this.)

This bug is repro'ed on 58.0.3029.51 dev also.

This bug is NOT repro'ed on 59.0.3069.0 Canary. Issue698833 was fixed and verified on 59.0.3049.0 Canary.

+eugenebut@ and kkhorimoto@ as they were involved in the related preload bugs. The fix in M58 was Issue 705637 , but it looks like that fix isn't complete as the blank screen on navigating back is still seen. These can be 2 separate bugs: 1.) Fullscreen bug that covers the top of the page 2.) Preload bug which was caused by New Architecture refactorings CCing Sylvain, who was refactoring BVC.

Please test this against 58.0.3029.71. I don't see the same behavior. However, I do see the content hidden beneath the toolbar if you navigate back then forward after step 3.

Thank you for checking. Regarding the issue I saw in #12, the content is only hidden if you navigate back to the NTP, then forward to the content. Also, the user is able to scroll to the top of the page and is not blocked.
