Motion for Zero Suggestions on Android NTP

The motion for clipboard URL suggest on Android NTP should mirror iOS.

Right now I believe Helene said it has 2 frames. The correct behavior is a smooth curve. 

iOS currently has a bug (https://bugs.chromium.org/p/chromium/issues/detail?id=708264) where the suggestion moves down instead of up. The correct motion is moving up. This correct motion should be mirrored on Android.

Summary: Motion for Zero Suggestions on Android NTP (was: Motion for Clipboard URL suggest on Android NTP)
Correcting the title, as this isn't limited to clipboard suggestions.  Other suggestions, such as internet of things beacons, can also appear on the Android NTP.

Helene will clarify what's desired by this bug.

ktam@, how does this fit into the current outlook for Home?  Is this animation going to be moot?  Or does Home has a similar animation and similar bug?

We'll likely have a similar animation if we decide to keep the textual suggestions. Let's keep this open until we have a firmer direction.
