CUPS Printer pushed down through Enterprise policy not printing

Issue description

Version of Google Chrome (Wrench-> About Google Chrome):  58.0.3029.40 (Official Build) beta (64-bit)
Version of MSI (if applicable):
Using group policy settings? No

What steps will reproduce the problem?
(1) Whitelist domain for CUPS print management testing (@zhanlu to help with this)
(2) In CPanel>User Settings, add a Native CUPS Printer (@skau has set up a few printers for testing; Lexmark is a good one to test)
(3) On device, log in with valid username / pw for domain (ensure device is on beta v.58
(4) Enable Native CUPS print flag (in chrome://flags)
(5) Hit ctrl+p to print a webpage
(6) Select the local printer that you added

What is the expected result?
Print job should be sent to selected printer

What happens instead?
Nothing happens (no printing). Print dialog box remains.

Error potentially due to CPanel pushing down policy setting info as a string with "IPP" in upper-case... should be lower case (parsing on device side is case-sensitive).

Error msg from log:
2017-04-05T18:11:21.304534+00:00 ERR debugd[1149]: lpadmin: Bad device-uri scheme "IPP".#012: Bad file descriptor
