Proxy cannot be set up specifically for other protocols except HTTP |

Issue descriptionChrome Version: 59.0.3055.0 OS: Chrome OS What steps will reproduce the problem? (1) Open network settings window. (2) Under Advanced>Proxy, fill any or all of the following fields: SOCKS / FTP / HTTPS. What is the expected result? The "SAVE" button is enabled and allows to apply the configured proxies. What happens instead? The "SAVE" button is disabled. It becomes enabled only after the field with the HTTP proxy gets filled. This bug prevents from configuring, for instance, a sole SOCKS proxy. But this was possible in M58 and before. UPD: Please see the attached screenshots for the "BEFORE" (M-58) and "AFTER" (M-59).
