UI glitch (jumping) in proxy configuration window

Issue description

Chrome Version: 58.0.3029.51
OS: Chrome OS

What steps will reproduce the problem?
(1) Open network settings window.
(2) Switch to the "Proxy" tab.
(3) Hover the "Add" or "Remove" button.

What is the expected result?

What happens instead?
UI "jumps" - some elements in the settings window change their layout.

I don't think it's relevant for M-59, because the UI changed completely in that milestone. The bug is about M-58 (and probably the previous versions - didn't have a chance to test).
Is this in chrome://md-settings or chrome://settings-frame ?

If it's chrome://settings-frame it is most likely an old bug that we can live with.

If it's in chrome://md-settings we should check whether or not it is reproducible in 59. We are not shipping MD Settings in 58 Stable.

It's with the old settings UI. Not sure about the exact URL, but it's the one that is opened by default when clicking on the network from the system tray menu (you can see the demo in the attached video).
I don't know whether it's an M-58 regression since I didn't test on M-57. But agreed that if it's been there for a while, then it can be probably ignored due to the soon moving onto MD Settings.

Is this from the login screen? Unfortunately that UI is not going away right away, but it will eventually.

The attachment is .ogg, isn't that an audio format? If it has video, cros doesn't recognize it :)
