Profile error dialog should link to useful HC articles

Issue description

The profile error dialog is shown for a number of reasons. A (possibly) incomplete list of strings shown is:
- IDS_PREFERENCES_CORRUPT_ERROR
- IDS_PREFERENCES_UNREADABLE_ERROR
- IDS_OPEN_PROFILE_DATA_LOSS
- IDS_COULDNT_OPEN_PROFILE_ERROR
- IDS_PROFILE_TOO_NEW_ERROR
- IDS_COULDNT_STARTUP_PROFILE_ERROR

It would be a nice user experience if the dialog had a link to a helpful HC article that explained what, if any, user action is needed to recover. For example, the IDS_PROFILE_TOO_NEW_ERROR message might link to one that says something like "Chrome does not support downgrading to an older version. If you attempt to do so and get this warning, upgrade again to avoid data loss. If you must run an earlier version of Chrome, sign into Chrome to sync your data before you downgrade then run the older version using a clean profile and sign in using the same account to get your data back".

If any of these reasons requires no user action, can we not show the dialog at all?

Note that once we have some eng-approved text, we need to run it through our UI writer. I can help with that.

This all sounds good. We'd want to do this for all platforms, not just Windows. Does such help article already exist, or something has to be created?

I didn't find any relevant existing HC pages when I searched for "profile" at https://support.google.com/chrome/. There are some forum threads, though.

I'm guessing that the next step is for an engineer who's familiar with all of the reasons that this dialog can be shown to come up with a first draft of some text documenting what users need to do to recover from different problems. It seems reasonable to have a single page for all of them, assuming that the explanations will be short.

Yes, please file a bug at go/beequeue (or go/chromeHCrequest – it's the same form). That bug should ideally provide the relevant troubleshooting/resolution steps for only the large-scale/high-volume error strings (lower-scale issues are encouraged to visit our help forums).

Once I have this information, I can determine whether to create a new article, or add the troubleshooting steps to our current Profiles articles:
