No suggestions displayed on the second opening of ContentSuggestions

1. Open Suggestions, articles are displayed
2. Close Suggestions
3. Open it again: the section is empty and the message is not shown.

The section should not be empty.
Also investigate why the message is not shown.

Add Most Visited tiles to ContentSuggestions

This CL creates and add the Most Visited tiles to the ContentSuggestions.
