While trying to download any file from few sites, it shows "Failed - Blocked" error message

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Example URL:
https://storage.googleapis.com/ and https://unify.my.salesforce.com/console#

Steps to reproduce the problem:
1. User login to any of the above links 
2. Then open some random case which has some links to download
3. Clicks on link to download the file
4. Shows Failed - Blocked error

If they go to downloads page, they need to click on failed-blocked which then allows them to download. Though users got a workaround, but this is still a concern as download method becomes complicated and the primary issue still exist.

What is the expected behavior?
These files should get downloaded like any other files from internet

What went wrong?
The problems seems to be related to chrome download policy.

Chrome version: 57.0.2987.133 (64-bit)  Channel: n/a
OS Version: 10
Flash Version: Shockwave Flash 25.0 r0

Steps Tried:
— Cleared cache and cookies, rested browser and chrome profile, no go
— Turned off all the extensions and checked in incognito window same error
— Uninstalled and reinstalled chrome browser
— Enabled File download in internet explorer (Internet options > Security > Internet > Custom level > Downloads > File Download > Enable)
— Selected Prompt option for ‘Launching applications and unsafe files’ under ‘Miscellaneous’ section in the same custom level settings for internet in internet explorer
— Restarted the browser and checked, still the same issue.
— File gets downloaded from internet explorer but does not work properly in chrome.
— Also checked Chrome settings in content settings, ‘Automatic Downloads’ is set to ‘Ask when a site tries to download files automatically…’ , still no go.

I've filed chrome bug in Restricted-view-google link because we could not share proper details due to confidential information.

You may Discard this bug since we got the right channel now.

Can i get some test accounts for the links in #1
I am not able to access both sites so not sure how to repro them.
