Non-Regression: Files.app is not going away on clicking Open in Webstore link in Add app window

Issue description

Chrome Version:  59.0.3062.0/9430.1.0 dev-channel Daisy,Peppy and Minnie
OS: Chrome

What steps will reproduce the problem?
(1) Sign in to Use>> go to Files.app>> Click on Add new services>> click install new from WebStore>> click on install for any app>> Click on open in WebStore>> and observe

Expected: Files.app should go away and the WebStore page should be seen on clicking the link 
Actual: Instead the WebStore page is seen behind the Files.app (Please refer video)

Raising this as a Non-Regression issue as Open in Webstore feature is a new feature introduced in M58

Issue is not applicable to Linux and Windows

@Can some one from dev team please confirm the behavior
